As Secretary of the Army from 2004-2007, Dr. Fran Harvey was responsible for the Army's annual budget and supplemental.
When Dr. Harvey was Secretary of the Army he came up with a very good vision, plan, and outcome of where the Army needed to be in the 21st century. It took a lot of work and effort to sell his plan but he got it sold. The current Secretary of Defense reduced the package and did away with one program and replaced it with four programs (there goes the efficiency).
The Army in the 21st Century is "See and act first and carry it through to nation building." The organization is built around modular, deployable, self-sustaining, efficient modular brigades. Dr. Harvey is a business man. He understands efficiency. He is also has a PhD in engineering and therefore his presentation was complex.
He noted that nation building is the responsibility of the Secretary of State. For example, in Iraq, the Secretary of State was going to train the civilian security force. They did not have a clue and it fell back to the Army. He spoke very highly of the citizen soldier. The skills the citizen soldier brings are essential to an Army that has to operate in third world countries. He likes the Civil Affairs units.
